Family Responsibility Office in Ontario: A Guide for Ottawa Families

How FRO collects and enforces support, what records to keep and why changing support requires a separate legal step.

The Family Responsibility Office, commonly called FRO, administers and enforces many child- and spousal-support obligations in Ontario. It is important to separate FRO's enforcement role from the court or agreement process that creates or changes the support obligation.

What FRO does

Ontario describes FRO as the provincial program that collects, distributes and enforces child- and spousal-support payments. A support order made by an Ontario court is generally filed with FRO automatically. Once registered, payments are normally made through FRO so that the program can maintain a payment record and use enforcement powers where authorized.

Domestic contracts may also be registered

A separation agreement or other domestic contract that contains support terms may be filed with the court and then with FRO for enforcement. The wording, filing steps and existing payment history matter. Keep a complete signed copy and any proof that the contract or order was filed.

What FRO does not do

FRO does not decide the correct amount of support, rewrite an order or contract, or advance money when a payment is missed. Questions about entitlement, income changes, termination dates or retroactive adjustments usually require agreement, a court process or other legal advice. Continuing to pay a different amount informally does not by itself change the enforceable document.

If payments are missed

FRO can use enforcement measures authorized by Ontario legislation. The measure used depends on the file and circumstances. Both payors and recipients should read notices promptly, keep contact and employment information current, and respond through the official channel rather than ignoring a discrepancy.

Keep a clean support record

Retain the order or filed contract, FRO case information, payment statements, notices, proof of any direct payments and records of special expenses or arrears. Ontario provides a Statement of Arrears process for amounts said to be unpaid. Do not send confidential family or financial details through a public website form.

Changing support is a separate step

Because FRO enforces the existing terms, a material change in income, parenting arrangements or other circumstances does not automatically update the amount in its system. Obtain advice promptly about consent changes, a motion to change or other available procedure, and provide FRO with the resulting filed document when required.
