Supervised Parenting Time and Exchanges in Ottawa: A Preparation Guide

A child-focused Ottawa guide to the purpose, referral documents, intake, current local timing and legal questions surrounding supervised parenting arrangements.

Supervised parenting time and supervised exchanges are different tools. One provides observation throughout a visit; the other helps transfer a child between caregivers without direct parental contact. Ontario funds supervised access centres as neutral, child-focused settings, but the centre does not decide the parenting arrangement or replace legal advice. Ottawa families should understand the required documents and current local intake process before relying on a start date.

Identify whether the arrangement is a visit or an exchange

During supervised parenting time, trained staff or monitors are present while a child spends time with a parent or relative. A supervised exchange focuses on the child's transfer at the beginning and end of otherwise unsupervised parenting time. The appropriate arrangement depends on the order or agreement, identified risks and the child's circumstances; the two services should not be treated as interchangeable.

Know what the centre does and does not do

Ontario describes the program as a safe, neutral and child-focused setting for parenting visits and exchanges. The 2026-2027 provincial service objectives state that supervised access centres do not provide counselling, mediation, therapy or parent education. The centre carries out the authorized service; it does not make the court's parenting decision or act as either party's advocate.

Prepare the document that authorizes the Ottawa service

Family Services Ottawa currently states that each parent or guardian must submit a separate application and that the applications must include a court order, endorsement or signed mutual agreement naming its Supervised Access Program. A general statement that parenting time is supervised may not give the provider enough operational detail. Confirm the provider, type of service, frequency, duration, start conditions and responsibility for intake and fees.

Check current Ottawa availability before promising a schedule

As of October 4, 2026, Family Services Ottawa states that one-hour supervised visits are offered on alternating weekends and exchanges are available on weekends. It lists a sliding fee of $7 to $15 per party per visit or exchange, an approximate wait of two to four months for supervised visits after both applications are received, and approximately three to five weeks for exchanges. These operational details can change, so verify them directly rather than placing a closing, move or court deadline around an assumed opening.

Make safety and communication terms workable

Orders and agreements should be reviewed for arrival and departure procedures, transportation, permitted participants, communication between adults, missed visits, holidays, cancellations and any no-contact requirements. Family Services Ottawa says it staggers arrival times to prevent contact between parents or guardians. Do not use the public website inquiry to send sensitive safety details; ask the provider and the law office for the appropriate confidential intake process.

Get legal advice before changing an existing arrangement

A centre cannot expand, suspend or replace an existing parenting order simply because a party prefers a different schedule. If supervision is proposed, opposed or no longer workable, obtain advice about the applicable agreement, endorsement or order and the child's best interests. Keep the centre informed through the authorized process, preserve relevant notices and avoid asking staff to negotiate between the parties.
